First, try the state archives or whatever other agency in the state is
responsible for preserving state documents and records.  Even if they
don't have it, they may know who does or who is most likely to have it.
If that doesn't help, start climbing the bureaucratic latter from the
Institution itself up through the various governing bodies.  If you
strike out at first, ask to speak to veteran employees who will have a
longer memory of agency history.
 
If you have dates for the closing of an older building or the changeover
from reformatory to correctional facility, check contemporary newspaper
articles for mentions of records storage, retention, etc.  
 
Keep in mind that even if you do find the records, they may be sealed
since these were juveniles.

	Does anyone have knowledge as to where the old records of
inmates Cheshire Boys Reformatory during 1910-1915 might be stored?
During the modernization the current staff has no idea what became of
the records.
